PC Penny Penrose is always given the rotten jobs to do by Sergeant Snide. She never gets to see any of the real police action. When there's a robbery at Doogood's department store, Penny is left behind to count traffic cones. Until, that is, her pet dog duo Scratch and Sniff decide to help out!
